We now seek a dynamic, ambitious individual to join our Delivery Team. 

 

The Role

The BDUK Community Engagement Manager plays a pivotal role within our delivery team, driving the success of community engagement initiatives as part of the Full Fibre Network rollout for BDUK. Reporting to the Senior Manager - BDUK, this position is instrumental in fostering relationships with key stakeholders, including local authorities, MPs, councils, parishes, and community groups, ensuring the successful deployment of our full-fibre broadband network.

A critical aspect of this role involves working on BDUK contracts with a strong focus on community engagement and development, ensuring alignment with project goals and stakeholder expectations.

As a leader in advancing our social value agenda, you will spearhead initiatives targeting economic inequality, climate change, and community wellbeing, enhancing the company's reputation and brand presence within local communities. 

 

As our BDUK Community Engagement Manager, you will be tasked with, but not limited to the key duties and responsibilities:

Stakeholder Relationships:

  • Build and maintain relationships with local authorities, MPs, county and local councils, parishes, Chambers of Commerce, and networking groups.
  • Conduct introductory meetings with councillors and key opinion formers in the local villages where we are deploying our broadband network.
  • Manage relationship-building efforts and address objections, issues, or concerns raised by residents.
  • Liaise with landowners and farmers to negotiate the use of their land for network deployment as part of the build programme.
  • Organise townhall meetings to inform residents about our plans, gather feedback, and secure their buy-in.

BDUK Engagement Approach Plan:

  • Define the strategy and approach for effective early engagement to help pave the way for a smooth network build and buy-in from residents.
  • Develop and execute a strategic engagement plan in alignment with BDUK contractual timelines and key initiatives.
  • Create and implement an engagement plan to foster community support and awareness.

Delivery Collaboration:

  • Work closely with the build team to understand build plans and key milestones to manage external stakeholders’ expectations.
  • Engage with customer services to map out the process of managing objections and complaints.
  • Liaise with the marketing team to execute area-specific marketing plans aimed at raising brand awareness and community engagement specific to the BDUK project.
  • Support the build partner with local deployment issues and key community engagement.
  • Work with local authorities to champion and support the programme, addressing key risks, issues, and challenges.

Social Value Activities:

  • Lead initiatives such as digital inclusion support for schools, providing free broadband to local schools and community centres, tree planting, and smart farming, as outlined in the BDUK social value theme and agreements.
  • Ensure the relevant internal teams and external organisations are briefed on requirements for successful implementation of social value initiatives.
  • Demonstrate delivery of social value initiatives through effective KPI reporting to BDUK quarterly.

The Candidate

We are seeking a dedicated community engagement expert with proven experience in BDUK contracts, who can build exceptional relationships across communities and local governments while delivering meaningful development and social value programs.

  • A full UK driving licence (mandatory)
  • Be willing to travel 2-3 days per week and be a visible community engagement ambassador for Connect Fibre
  • Experience working on BDUK gigabit projects or government infrastructure delivery projects
  • Proven experience in stakeholder engagement, relationship management, or a similar role in the telecoms or related industry.
  • Ability to map out and execute a stakeholder engagement strategy, approach, and plan tailored to community needs.
  • Strong understanding of the broadband telecoms industry and community engagement practices including social value themes.
  • Excellent verbal and written communication skills, with the ability to build and maintain relationships with a diverse range of stakeholders.
  • Demonstrated ability to manage objections and resolve conflicts effectively.
  • Experience in organising and conducting public meetings and events to inform and engage local communities.
  • Good understanding of council and local policies and procedures to enable public engagement by working with local government bodies
  • Ability to work collaboratively with cross-functional teams, including the build team, marketing, and customer operations, to align efforts and deliver objectives.
  • Passion for social value activities and community development, with an understanding of initiatives that tackle economic inequality, combat climate change, and enhance wellbeing.
  • Strong organisational and project management skills to map out and deliver engagement strategies and social value initiatives effectively.
  • Analytical skills to identify and address community concerns and deployment challenges.
  • Proficiency in negotiating with stakeholders, including landowners and farmers, to secure permissions and agreements.
  • Understanding of local community dynamics and the ability to engage effectively with diverse and challenging groups.
  • Familiarity with area-specific marketing strategy to enhance brand awareness and community engagement specific to the BDUK programme.
  • Flexibility to adapt to changing circumstances and maintain professionalism under pressure.
  • Basic knowledge of full fibre deployment and infrastructure processes.
  • Experience of Monday.com beneficial
